PTA Seeks AI Consultant for DIRBS Upgrade in Pakistan

The Pakistan Telecommunication Authority is soliciting bids for an AI-driven overhaul of its device registration system, seeking a consultant to deliver operational software rather than mere recommendations.

August 10, 2026, (Inside AI) — The Pakistan Telecommunication Authority (PTA) is moving to overhaul its Device Identification, Registration and Blocking System (DIRBS) with an artificial intelligence upgrade. A formal Request for Proposal (RFP) now seeks a consultant to deliver a fully functional, AI-powered “Digital Intelligence System” for the platform.

The single-stage, one-envelope procurement process demands more than advice. PTA wants a working system that handles all routine DIRBS operations from day one. The RFP details project scope, timelines, terms of reference, and financial requirements. Bidders must disclose key staff qualifications, experience, ongoing contracts, and financial health.

This marks a significant shift from the original DIRBS launched in 2018. That system, built with help from GSMA, relied on IMEI whitelisting to block non-compliant devices. It slashed counterfeit phone imports and boosted tax revenue. Now PTA eyes a more autonomous, predictive platform, though the RFP stays silent on which AI models or algorithms will power it.

Personnel Control and Integrity Clauses

PTA will keep tight oversight of the consultant’s expert team. Key personnel must meet strict qualification and experience thresholds. The authority can demand replacements if experts fail to perform. The RFP also covers serious misconduct, criminal activity, fraud, and corruption. PTA can seek removal of personnel involved in such acts.

Financial controls are equally rigid. Payments must stay within agreed foreign and local currency limits. Any overspend requires a formal contract amendment. This reflects hard lessons from past public sector tech projects in Pakistan, where cost overruns and delays were common.

Why AI for Device Registration Now?

The upgrade aligns with a global trend. Regulators in India, Brazil, and Turkey already use machine learning to detect counterfeit devices and SIM box fraud. Pakistan’s mobile subscriber base exceeded 194 million in 2025, with smartphone penetration rising fast. An AI-driven DIRBS could analyze usage patterns, predict cloning attempts, and flag anomalies in real time.

Yet the RFP’s lack of technical specifics raises questions. Without clarity on model architecture or data governance, the project risks vendor lock-in or algorithmic bias. Dr. Sana Khalid, a telecom policy researcher at Lahore University of Management Sciences, notes:

“AI systems for device registration must be auditable. If the PTA does not mandate explainability and fairness testing, the platform could arbitrarily block legitimate devices.”

PTA has not disclosed an estimated project cost. Bidders must submit detailed financial quotes with their technical proposals. The final consultant must deliver a working system, not just recommendations. This hands-on requirement suggests PTA wants to avoid the fate of earlier digital initiatives that produced reports but little operational impact.

The move comes as Pakistan’s telecom sector faces new challenges. The 5G spectrum auction is planned for 2027, and eSIM adoption is growing. An intelligent DIRBS could help manage device authentication across these technologies. However, cybersecurity experts warn that an AI-powered central registry could become a high-value target for hackers. The RFP does not explicitly address penetration testing or adversarial robustness.

For now, the procurement process is open. The winning bidder will shape the next chapter of Pakistan’s device management strategy. Whether the final system becomes a model for emerging economies or a cautionary tale depends on the technical rigor PTA enforces during implementation.
