July 27, 2026, (Inside AI) — Union Minister Nitin Gadkari has initiated legal proceedings against social media giants Meta and X (formerly Twitter) over AI-generated deepfake videos that falsely depict him criticizing the government’s E20 fuel policy. The case, filed in the Bombay High Court, marks one of the highest-profile attempts by an Indian official to hold platforms accountable for synthetic media.

Gadkari’s petition demands immediate removal of the manipulated content and seeks to compel the platforms to disclose the originators. The deepfakes, which surfaced over the past week, show a convincing digital forgery of the Minister making statements he never uttered, specifically attacking the ethanol-blending mandate.

The E20 policy, which requires 20% ethanol blending in petrol by 2025, has been a cornerstone of India’s energy strategy. Gadkari has been its most vocal champion. The deepfakes directly undermine his public stance, creating a false narrative of hypocrisy that could erode trust in both the policy and his leadership.

Legal observers note that this case tests the boundaries of India’s Information Technology Rules, 2021, which mandate swift takedown of impersonating content. However, enforcement against AI-generated media remains murky. The court’s response could set a precedent for how synthetic media is regulated in the world’s largest democracy.

The deepfakes appear to have been circulated with sophisticated coordination, leveraging both organic sharing and potential bot networks. Meta’s platforms, including Facebook and Instagram, along with X, were the primary vectors. Gadkari’s legal team argues that the platforms failed to act despite multiple user reports, a claim both companies are expected to contest.

This isn’t the first time Indian politicians have been targeted by deepfakes. During the 2024 general elections, manipulated videos of several candidates went viral. But Gadkari’s case is unique because it directly challenges a sitting minister’s policy advocacy. The potential for market disruption is real: if citizens believe the Minister opposes E20, adoption of ethanol-blended fuel could stall.

Technical analysis of the deepfakes, conducted by independent researchers, reveals the use of advanced lip-sync and voice cloning models. The perpetrators likely employed open-source tools that have become increasingly accessible.

Meta and X have publicly committed to combating manipulated media. Meta’s Deepfake Detection Challenge and X’s synthetic media policy are often cited as industry benchmarks. Yet critics argue that enforcement is inconsistent, especially in non-English languages and regional contexts. India’s linguistic diversity poses a unique challenge for automated detection systems.

Gadkari’s move could accelerate regulatory action. The Ministry of Electronics and Information Technology has been drafting amendments to the IT Rules specifically addressing deepfakes. This high-profile case may push the government to finalize those rules before the next parliamentary session.

The court is expected to hear the matter next week. In the interim, it may issue a temporary injunction ordering the platforms to block the content. Legal experts caution that while takedowns are feasible, identifying the anonymous creators will be far more complex, potentially requiring international cooperation if servers are located abroad.

Beyond the courtroom, the incident underscores the growing weaponization of AI in political discourse. As India prepares for several state elections, the Election Commission has already flagged deepfakes as a major threat. Gadkari’s case could become a template for how public figures fight back.

In a related development, the Indian Cyber Crime Coordination Centre has launched a probe into the origin of the videos. Officials have not ruled out the involvement of foreign actors seeking to destabilize India’s energy markets. The economic stakes are significant: India’s ethanol program supports millions of farmers and reduces oil import bills.

The deepfake controversy also reignites debate over platform liability. Under Section 79 of the IT Act, intermediaries are granted safe harbor if they follow due diligence. Gadkari’s petition argues that Meta and X forfeited that protection by not acting on complaints. If the court agrees, it could reshape the legal landscape for all social media companies operating in India.
