AP Clears Rs 730 Crore Quantum-AI University in Amaravati; Courses Start September

August 28, 2026, (Inside AI) — Andhra Pradesh has cleared a Rs 730.7 crore plan to build India's first dedicated Quantum and AI university campus in Amaravati. The state government approved the project, which will be run by the National Institute of Electronics and Information Technology (NIELIT) under the Union Ministry of Electronics and Information Technology.

The campus will span 8.5 acres and be fully funded through grant-in-aid from the central ministry. Academic programmes are scheduled to begin in September 2026 from a temporary facility at Acharya Nagarjuna University in Guntur, while the permanent Amaravati campus is built over five years.

This is not just another engineering college. It is a strategic bet on quantum computing, semiconductor fabrication, and AI talent at a time when India is racing to reduce dependence on imported chips and foreign research infrastructure. The project aligns with three national missions: National Quantum Mission, IndiaAI Mission, and India Semiconductor Mission.

Inside the Curriculum and Research Infrastructure

The university will offer undergraduate, postgraduate, doctoral, diploma, and executive programmes. Subjects include Quantum Computing, Quantum Communication and Security, AI and Machine Learning, Data Science, Semiconductor Fabrication, Chip Design, VLSI, Assembly, Testing, Marking and Packaging (ATMP), Embedded Systems, and High-Performance Computing.

A key asset is the Quantum Research, Innovation and Incubation Block, covering about 1.2 lakh square feet. It will house quantum computing and communication labs, quantum photonics, quantum security, cryogenic systems, and high-performance computing. The facility also includes cleanrooms, nano-fabrication units, chip-design infrastructure, data centres, and start-up incubation space.

The project expects to train 8,250 learners over five years. Of these, 1,650 will enrol in formal degree programmes, while 6,600 will complete skilling and certification courses. Annual intake could reach 3,913 learners by the fifth year.

Why Amaravati Is Betting on Deep Tech Now

NIELIT has proposed collaborations with IIT Tirupati, IIIT Sri City, Andhra University, and JNTU institutions for academic programmes and research. The permanent campus will include smart classrooms, laboratories, hostels, and a 500-bed residential facility. Sustainability features include solar power generation, solar water heating, energy-efficient utilities, electric vehicle charging, and scientific waste-management systems.

The initiative was first announced in February 2026. At the India AI Impact Summit, NIELIT and the Andhra Pradesh government signed a memorandum of understanding on February 20 to establish the campus. The earlier announcement outlined programmes in quantum computing, AI and machine learning, quantum communication and cybersecurity, quantum hardware and systems engineering, high-performance computing, and AI-quantum convergence research.

India's quantum and semiconductor push has gained momentum since the National Quantum Mission was approved in 2023 with a Rs 6,003 crore outlay. The country also approved a Rs 76,000 crore semiconductor incentive scheme in 2021. Amaravati's new campus fits into this broader effort to build domestic expertise in technologies that major economies treat as strategic assets.

The approval comes as Andhra Pradesh tries to position Amaravati as a technology and education hub after years of political uncertainty over the capital region. The state has courted investments in electronics manufacturing and data centres, and this university adds a research anchor. Whether the campus can attract top faculty and produce industry-ready graduates will depend on execution, not just infrastructure. The temporary start at Acharya Nagarjuna University gives the project an early test run before the permanent campus opens.
