September 3, 2026, (Inside AI) — A Karachi law firm has launched what it calls Pakistan’s first commercial legal AI platform built specifically around Pakistani statutes, marking a direct challenge to general-purpose AI tools that often misstate local law.

Rabel Akhund, managing partner of Akhund Forbes, introduced Conclavity on Wednesday at the Mövenpick Hotel in Karachi. The platform is designed to answer legal questions, draft documents, and review contracts using a maintained database of Pakistani legislation.

The launch event drew judges, in-house counsel, and senior executives. Mr. Justice Yousuf Ali Sayeed of the Sindh High Court delivered the keynote, acknowledging AI’s limitations while praising the platform’s verification approach.

Why Global AI Tools Fail Pakistani Lawyers

General-purpose AI models often default to English or American legal doctrine. They cite repealed provisions or invent authorities that do not exist. For Pakistani practitioners, a single wrong section number can alter legal advice.

Conclavity works from a curated corpus of statutes, ordinances, rules, and regulations with current amendments. Every answer links back to the exact provision it relies on, so lawyers never take conclusions on trust.

The platform supports three core tasks: advisory research with statutory references, first-draft generation for agreements and notices, and contract review against current legislation. It flags departures from legal requirements.

Confidentiality was treated as a design requirement, not an afterthought. The system runs as a secure environment for sensitive legal material.

Built by Practitioners, Not Outsiders

Conclavity emerged from a practising law firm, not a technology vendor. Akhund Forbes is ranked top-tier by Chambers & Partners and The Legal 500, with nearly two decades of transactional work.

Rabel Akhund, a UCL graduate and solicitor of England and Wales, practised in London before founding the firm in 2008. He framed the tool as a floor-raiser, not a replacement for lawyers.

“Conclavity was conceived and developed in Pakistan, for Pakistani law. Its ambition is not to replace lawyers but to raise the floor, so that the standard of work once available only to those who could pay for the largest firms becomes the ordinary standard. That, in the end, is what access to justice means in practice.” Rabel Akhund, Founder, Conclavity

He added that skeptics said Pakistan was not ready. “Sensible people told us that Pakistan is not ready yet. This is precisely why Conclavity is built the way it is. The product works- It was built here on Pakistani resources by Pakistani lawyers and Pakistani engineers for Pakistani businesses. Conclavity is not a single machine, behind it is a team that works.” Rabel Akhund, Founder, Conclavity

Justice Sayeed noted that lawyers and judges have long wanted verified legal intelligence. “For years, lawyers and judges alike have dreamt of having that kind of resource, and today perhaps we are at the crux of having realised that dream. AI can help us realise that ambition.” Mr. Justice Yousuf Ali Sayeed, Sindh High Court

He also warned about AI’s hallucination risk. “AI too has its limitations, for instance, citing a point as fact, when it is not grounded on reality. The approach which Conclavity seems to adopt promises to address this danger by citing only what is verified.” Mr. Justice Yousuf Ali Sayeed, Sindh High Court

Nasim Beg of Arif Habib Group said human judgment remains central. “AI has again transformed lives and we have seen that around us. But I think human interaction especially in law will continue and, perhaps in a bigger way, because the mundane part could have been taken out of it and then people can apply their minds.” Nasim Beg, Arif Habib Group

Conclavity will roll out first to early adopters from in-house legal teams and corporate clients. Feedback will shape expansion beyond legislation into case law and other legal materials.
