Chief Minister Maryam Nawaz met a senior delegation from the Chinese cloud giant in China over the weekend, where both sides discussed using AI to upgrade public services.
The meeting focused on applying modern technology across critical infrastructure. Agriculture, climate forecasting, and socio-economic programs were all on the table. Healthcare emerged as a specific priority, with the Chief Minister noting that Punjab is building what she called the world’s largest public-sector cancer hospital. AI integration into health programs is planned to improve service delivery.
Education and workforce development also featured prominently. Nawaz shared her vision of teaching AI to children in government schools, an idea she said she adopted after observing students in Beijing. Punjab recently became the first province in Pakistan to establish a dedicated artificial intelligence policy. The province claims the fourth-largest young, skilled workforce globally. AI training has already been provided to government officials, including provincial cabinet members.
Alibaba Cloud Senior Vice President Li Jiaping led the delegation. He briefed the Chief Minister on the company’s global operations. The discussion also covered potential technology initiatives for small and medium enterprises, with a specific focus on serving overseas Pakistanis.
Nawaz stressed urgency in technology adoption. “We are pursuing a policy of using artificial intelligence and other technologies today rather than tomorrow,” she stated. She welcomed Chinese cooperation to help transform Punjab into a modern, AI-integrated province.
Alibaba Cloud’s interest in Punjab is not isolated. The company has been expanding its international footprint, particularly in Asia and the Middle East, where governments are investing heavily in digital infrastructure. For Punjab, a partnership could bring cloud computing resources, machine learning tools, and technical expertise to a province seeking to modernize public services rapidly.
However, the proposed partnership raises questions about data governance and sovereignty. Chinese cloud providers have faced scrutiny in other markets over data security and cross-border data flows. Punjab’s AI policy will need to address how citizen data is stored, processed, and protected if a foreign cloud provider is involved. No timeline or financial details for the partnership were disclosed.
Punjab’s push into AI comes as Pakistan’s broader technology sector shows growth. The country’s IT exports have been rising, and government-led digital initiatives are gaining momentum. A partnership with Alibaba Cloud could provide the technical backbone for several of these programs, from smart agriculture to AI-assisted healthcare diagnostics.
The meeting also signals a deepening of China-Pakistan technology cooperation. China has been a key investor in Pakistan’s infrastructure under the China-Pakistan Economic Corridor. Extending that cooperation into cloud computing and AI could reshape how public services are delivered in Pakistan’s most populous province.
