Zuckerberg Says AI Labs Have Enough Incentive to Build Safely, Breaking With Rivals

September 16, 2026, (Inside AI) — Meta CEO Mark Zuckerberg publicly rejected calls for a coordinated slowdown in artificial intelligence development on Tuesday, arguing that market competition and legal liability already provide sufficient incentives for labs to build safe systems. His position, shared in a post on X, directly counters a growing chorus of industry leaders who have urged a collective pause on advancing model capabilities.

The debate exposes a widening rift among executives and U.S. officials over how to manage warnings that AI is progressing faster than companies can control. Zuckerberg's stance aligns with the Trump administration's deregulatory posture, while rivals like Anthropic and OpenAI have endorsed a more cautious approach.

Zuckerberg said every lab has both the responsibility and the incentive to train models safely and can take independent action to do so. He pointed to Meta's decision to delay the release of its Muse AI agent earlier this year to strengthen security as proof of that principle.

"We didn't call for everyone else to do this before we would. We just did it as part of our day-to-day work because it was clearly the right thing for people and for us," Zuckerberg said.

His remarks came three days after Anthropic CEO Dario Amodei urged AI companies to slow the pace of improving model capabilities, citing existential risks. OpenAI chief Sam Altman and xAI's Elon Musk both publicly endorsed Amodei's call within hours.

Zuckerberg also emphasized that Meta Superintelligence Labs already engages independent evaluators in several areas, calling it "industry best practice" and adding that "other labs can just do this too." He noted that Meta has committed the "significant majority" of its compute toward products serving users' immediate needs rather than pursuing self-improving AI systems.

"Trust and alignment are quickly becoming the most important capabilities that will differentiate agents and models," Zuckerberg said. "Any lab that doesn't focus on alignment will fall behind."

Liability concerns also drive his reasoning. Zuckerberg said labs face "significant" legal exposure if their models cause harm, creating a strong incentive to prevent misuse. This argument contrasts with Amodei's request last week for antitrust permission to enable rivals to coordinate a slower pace of development, a move that would require regulatory exemptions.

FTC Chairman Andrew Ferguson weighed in on Tuesday, saying everyone should be "deeply suspicious" of AI companies seeking antitrust exemptions while lobbying for new regulations. He did not name Anthropic, but his comment underscored the skepticism facing any coordinated industry approach.

President Donald Trump on Monday downplayed concerns about AI's potential for harm, stating the U.S. already has guardrails in place and that China would benefit from doubt being cast on AI development. Nvidia CEO Jensen Huang shares the view that regulations could harm U.S. competitiveness against Chinese firms.

Zuckerberg's push to position Meta as a responsible actor comes weeks after the company agreed to pay up to $18 billion to settle U.S. state lawsuits alleging it designed Facebook and Instagram to addict children, without admitting wrongdoing. The settlement, while unrelated to AI, adds scrutiny to Meta's safety commitments.

The split among executives reflects broader uncertainty. Some industry insiders warn AI poses an existential threat, while others argue that slowing down cedes advantage to geopolitical rivals. Zuckerberg's approach places the burden on individual labs rather than collective action, a stance that could influence how other companies justify their own safety protocols.

Meta's engagement of independent evaluators, though not detailed, signals a move toward third-party verification. Such practices could become a de facto standard if widely adopted, but without coordination, the industry risks a patchwork of safety measures. The FTC's warning about antitrust exemptions suggests regulators will scrutinize any attempts to align development pace.

As AI capabilities advance, the tension between innovation and safety will likely intensify. Zuckerberg's comments may embolden labs to act unilaterally, but they also highlight the absence of a unified framework. For now, the industry remains divided on whether competition or coordination offers the best path forward.
