Volta Infra revealed the deal Tuesday, saying it will deliver services across Europe in partnership with Bitdeer Technologies. The contract’s size and the startup’s youth signal fierce demand for specialized AI compute.
The company also launched a $5 billion infrastructure program with asset manager Azora to finance AI “factories,” according to a statement. These facilities, purpose-built for AI workloads, represent a growing trend of dedicated computing clusters.
Volta Infra’s ascent mirrors the broader scramble for AI infrastructure. A McKinsey analysis notes that data center demand is projected to grow 10% annually through 2030, driven by AI. Volta’s deal underscores how new entrants can leapfrog established players by focusing exclusively on AI workloads.
The unnamed AI company behind the $10 billion contract remains a mystery, but the scale suggests a hyperscaler or a well-funded AI lab. Such long-term commitments are becoming common. For example, Microsoft and OpenAI have reportedly discussed a $100 billion data center project, while Amazon continues to expand its custom AI chip infrastructure.
Volta Infra’s partnership with Bitdeer Technologies adds a layer of technical credibility. Bitdeer, a spinoff of bitcoin miner Bitmain, has pivoted aggressively into high-performance computing. Its expertise in managing large-scale, energy-intensive operations aligns with AI factory requirements.
The $5 billion program with Azora targets what Volta calls “AI factories” — massive, liquid-cooled data centers optimized for training and inference. These facilities differ from traditional cloud data centers by prioritizing GPU density and low-latency interconnects.
A $10 Billion Bet on Anonymous Ambition
The $10 billion contract is among the largest in cloud computing history, rivaling deals like the Pentagon’s canceled JEDI contract. Yet the customer’s anonymity raises questions. Is it a leading AI lab like Anthropic or Cohere, or a sovereign entity building national AI capability? The European location suggests compliance with GDPR and EU data sovereignty rules may be a factor.
Volta Infra’s valuation, achieved just seven months after founding, places it ahead of many established tech firms. By comparison, CoreWeave, a GPU-focused cloud provider, was valued at $19 billion in 2024 after years of operation. Volta’s rapid rise reflects a market willing to pay a premium for scarce AI compute.
Infrastructure Gold Rush Meets Reality
While the funding and contracts are impressive, execution risks loom. Building AI factories requires securing rare GPUs, managing power grids, and navigating local regulations. Bitdeer’s experience in energy management may mitigate some risks, but scaling from zero to $10 billion in services is unprecedented.
The deal also highlights the bifurcation of cloud computing: generic cloud versus AI-specialized infrastructure. As AI models grow, demand for dedicated clusters will intensify. Volta Infra’s success could inspire a wave of similar startups, further fragmenting the market.
