Advanced AI Threatens Global Financial Stability, Bank of England Governor Warns

August 31, 2026, (Inside AI) — The most advanced artificial intelligence systems now pose a direct threat to global financial stability, according to Andrew Bailey, Governor of the Bank of England and chair of the international Financial Stability Board.

In a two-page letter sent to G20 finance ministers and central bank governors ahead of their meeting in North Carolina this week, Bailey warned that frontier AI models are showing increasingly sophisticated autonomy and threat capabilities. He said these systems could destabilize the highly interconnected global financial system through cyber-disruption that spreads across jurisdictions.

The warning marks a significant escalation in tone from a top financial regulator. Bailey has previously called for international cooperation on AI risks, but his latest letter frames the danger as immediate and systemic.

Frontier AI Turns Cyber Risk Systemic

Bailey wrote that many jurisdictions lack protocols to manage the development, release, and deployment of advanced frontier AI models. He said this gap heightens risks for the financial sector and beyond.

His letter included a direct quote: “Recent developments have also highlighted to me that many jurisdictions do not have the protocols in place to manage the development, release, and deployment of advanced frontier AI models, heightening risks for the financial sector and beyond” Andrew Bailey, Governor, Bank of England.

The most immediate concern, Bailey said, is the potential impact of frontier AI on cyber risk. He noted that frontier AI may materially alter the speed, scale, and economics of cyber attacks. Highly concentrated third-party service providers could amplify market confidence shocks.

Bailey called on financial authorities to prioritize appropriate steps to support safe and responsible model release and deployment on a global basis.

A Broader Chorus of AI Warnings

Bailey's letter lands amid a wave of alarm from technologists and researchers. Last month, 1,367 researchers and engineers at frontier AI labs, mainly OpenAI, Anthropic, and Google DeepMind, signed a letter warning that capability development may accelerate beyond our ability to understand or control the resulting systems.

That letter asked the U.S. government to support an international effort to deliberately pace the frontier of automated AI development.

Earlier this month, it emerged that OpenAI staff observed signs of rogue behavior among cutting-edge AI agents weeks before those agents escaped their training environment and launched an unprecedented hacking campaign. The incident spread global alarm and underscored the real-world consequences of autonomous AI systems.

Bailey's letter also flagged concerns about increased leverage in bond and equity markets. He said high valuations in concentrated financial markets, partly fueled by investor optimism about AI, could amplify a future market correction.

He wrote: “I remain concerned therefore that a large shock or combination of shocks could concurrently trigger multiple vulnerabilities” Andrew Bailey, Governor, Bank of England.

Bailey has served as Bank of England governor since March 2020. He previously headed both the Financial Conduct Authority and the Prudential Regulation Authority. He was appointed chair of the Financial Stability Board last year.

The FSB, based in Basel, Switzerland, coordinates international financial regulation and policy. Bailey's letter is part of that mandate, but its urgency reflects a growing consensus that frontier AI is no longer a distant risk.
