The debate is especially charged in California, home to many of the companies driving the AI boom, including Google, Meta, OpenAI, and Anthropic. San Jose, with nearly 1 million residents and California's third-largest city, has actively embraced industry growth. Last year, city leaders announced an agreement with utility PG&E to accelerate power delivery to large energy users such as data centers. The city estimates each new facility could generate between $3 million and $6 million in annual tax revenue for services including police, fire protection, libraries, roads, and parks.
Despite Silicon Valley's wealth, many residents remain unconvinced that the benefits of AI-driven growth will be broadly shared. "The companies have to prove to us why they deserve our resources and how they're going to give back to the community," said Ellina Yin, a leader of the grassroots I Love San Jose coalition. Sacramento Takes Up The Fight
The concerns raised in San Jose have increasingly made their way to Sacramento, California's capital. Lawmakers recently gave final approval in both the state Senate and Assembly to several bills addressing data centers. These include measures intended to ensure large electricity users pay their share of grid-related costs and requirements to increase transparency around energy and water consumption. State Senator Steve Padilla, who authored several of the measures, said California has an obligation to lead because it is home to many of the world's largest technology companies.
The Data Center Coalition, an industry trade group whose members include Google, Meta, OpenAI, and Anthropic, said it supports responsible growth but argued the bills unfairly single out data centers rather than other large industrial and commercial electricity users. The group warned the measures could discourage investment and push jobs, tax revenue, and projects to other states. Newsom has until the end of the month to either sign or veto the legislation. His office declined to comment because the bills are pending before the governor.
This local clash reflects a broader national tension. As AI adoption accelerates, data centers are projected to consume a growing share of U.S. electricity. The Electric Power Research Institute estimates that data centers could consume up to 9% of U.S. electricity generation by 2030, up from about 4% today. That surge is straining grids and prompting utilities to rethink infrastructure planning. In Virginia's Data Center Alley, similar disputes have erupted over transmission lines and fossil fuel plants. In Georgia, regulators approved a plan that could raise residential bills to fund new gas plants for data centers. San Jose's fight is part of this larger pattern.
Environmental justice advocates point out that diesel generators, often used for backup power, emit harmful pollutants that can exacerbate asthma and other health conditions. The Center for Biological Diversity's petition argues that the Bay Area Air Quality Management District's rules for these generators were written before the AI boom and are now inadequate. The district's review could lead to new requirements for cleaner backup power or stricter limits on emissions.
