Lee stated South Korea seeks to move beyond its hardware-focused past into a new era driven by AI software and services. The summit included executives from OpenAI, Google DeepMind, and Anthropic, alongside South Korean conglomerates like Samsung and SK.

"We will usher in a new AI era where Korea leads not just in memory chips but in AI models and applications," Lee Jae Myung, President, South Korea.

The event signals a strategic pivot for South Korea, which dominates global memory chip production but has lagged in AI platform development. Lee's administration has pledged $7 billion in AI investments by 2027, targeting sovereign AI capabilities and reducing reliance on foreign tech.

Sovereign AI Push Challenges Silicon Valley Dominance

South Korea's push reflects a broader trend of nations building domestic AI stacks to protect data sovereignty and economic interests. Unlike previous hardware-centric strategies, the summit focused on joint research, talent exchange, and co-development of AI models tailored for Korean language and culture.

OpenAI CEO Sam Altman attended, signaling willingness to partner despite geopolitical complexities. Anthropic's Dario Amodei and Google DeepMind's Demis Hassabis also participated, according to sources. The presence of these leaders underscores South Korea's market importance.

"Korea's unique position in semiconductors and its advanced digital infrastructure make it an ideal partner for the next phase of AI development," Sam Altman, CEO, OpenAI.

However, critics note that South Korea's AI regulatory framework remains fragmented. The country recently passed a basic AI law but enforcement details are pending. This could slow collaboration if data usage and liability rules are unclear.

Chip Diplomacy Meets AI Collaboration

The summit also highlighted the intersection of AI and semiconductor geopolitics. Samsung and SK hynix supply 80% of global high-bandwidth memory (HBM) chips essential for AI training. Lee's government aims to leverage this position to secure AI technology transfers.

Yet, U.S. export controls on advanced chips to China complicate partnerships. South Korea has walked a tightrope, securing a one-year waiver for its Chinese fabs but facing pressure to align with Washington. The summit did not address these tensions publicly.

Meanwhile, South Korea's AI startup ecosystem is booming. According to a 2025 government report, AI-related venture funding tripled to $2.3 billion. The summit included sessions matching Korean startups with Silicon Valley investors, aiming to create a bilateral innovation corridor.

Lee's visit also included a tour of Stanford University's AI lab, where he announced $100 million in joint research grants. This academic link could help Korea overcome its talent shortage, as the country faces a deficit of 10,000 AI specialists by 2028, per a recent workforce study.

The summit concluded with a non-binding agreement to establish an annual AI dialogue. While details are scant, the move positions South Korea as a proactive player in the global AI order, not just a hardware supplier. Whether this translates into tangible AI breakthroughs remains uncertain.
