Guangdong Struggles to Retain AI Talent as Founders Choose Beijing, Hangzhou

August 16, 2026, (Inside AI) — Guangdong, China's most populous province and a manufacturing powerhouse, is confronting a stark reality in the artificial intelligence race. The province that nurtured the founders of DeepSeek and Moonshot AI is now struggling to keep its brightest minds from leaving for rival tech hubs.

The challenge is not about producing talent. It is about retaining it. Yang Zhilin, founder of Moonshot, graduated from Tsinghua University and earned a PhD at Carnegie Mellon University before returning to China to launch his company in Beijing in 2023. Liang Wenfeng, founder of DeepSeek, attended Zhejiang University, spent time in Chengdu, and ultimately settled in Hangzhou to build both his quantitative hedge fund and the AI lab that shook global markets.

Neither chose Guangdong. That pattern is now a policy problem.

Beijing and Shanghai dominate China's AI landscape

The numbers are unforgiving. According to the Hurun Research Institute, Beijing hosts 19 of China's top 50 AI companies. Shanghai follows with 14. Guangzhou and Shenzhen, Guangdong's two largest cities, hold just 10 combined.

That gap reflects more than geography. It signals a structural disadvantage in attracting founders who want proximity to top universities, venture capital, and government-backed research clusters. Guangdong has manufacturing scale and hardware supply chains. It lacks the same density of elite academic institutions that anchor Beijing's Zhongguancun district or Shanghai's Zhangjiang tech zone.

Second-tier cities are also closing in. Hangzhou has become a magnet for star firms like DeepSeek and Unitree Robotics. Hefei and Wuhan are building momentum around semiconductor leaders ChangXin Memory Technologies and Yangtze Memory Technologies Corp. These cities offer lower operating costs, targeted subsidies, and direct pipelines from local universities.

The academic talent gap drives the exodus

A core factor behind this disparity is the concentration of academic talent, according to experts. Guangdong's universities, including Sun Yat-sen University and South China University of Technology, are strong but do not match the gravitational pull of Tsinghua, Peking University, or Zhejiang University in AI research output.

Founders like Yang and Liang followed the talent clusters. Yang's path from Tsinghua to Carnegie Mellon and back to Beijing reflects the pull of China's top AI research ecosystem. Liang's decision to build DeepSeek in Hangzhou was shaped by Zhejiang University's engineering depth and the city's entrepreneurial culture.

Guangdong is not standing still. The province has launched aggressive talent recruitment programs, including housing subsidies and research grants for AI PhDs. Shenzhen has invested heavily in the Peng Cheng Laboratory and the Guangming Science City. But experts say these efforts take years to yield results, and the competition is only intensifying.

The stakes extend beyond provincial pride. Guangdong's economy depends on upgrading its manufacturing base with AI-driven automation and robotics. Losing AI founders to Beijing, Shanghai, and Hangzhou could slow that transition and weaken the province's long-term competitiveness.

For now, the home province of DeepSeek and Moonshot founders faces an uncomfortable question: can it produce the next generation of AI leaders, or will it keep watching them leave?
