ChatGPT for Teens promises safer AI. Will its safeguards work for Indian users?

OpenAI launched ChatGPT for Teens with age-based safeguards, but shared devices and uneven digital access in India could undermine those protections.

August 25, 2026, (Inside AI) — OpenAI has launched a dedicated ChatGPT experience for teenage users, embedding age-appropriate safeguards into the standard chatbot rather than building a separate app. The company says nearly nine in ten teen users already turn to ChatGPT weekly for learning, information, skill-building, or productivity.

The safeguards activate automatically when a user's stated or verified age, or OpenAI's age-prediction system, signals they are under 18. But the rollout raises a central question for markets like India: can a system built for single-user, private devices protect teens in shared, multilingual households?

OpenAI's age detection relies on account information and behavioral signals such as account age, usage times, conversation topics, and usage patterns. When uncertain, the system defaults to the under-18 experience. That conservative approach is notable, but it collides with how Indian teens actually access technology.

The RATI Foundation's Ideal Internet 3.0 study, released in November 2025, found that 62% of Indian teenagers surveyed used shared devices. Another 42% said other people operated their social media accounts, while 56% said they could log into someone else's. OpenAI itself cited the 62% figure in its Teen Safety Blueprint for India, published in January.

Shared devices do not automatically mean shared ChatGPT accounts. But for an age-prediction system trying to identify who is behind the keyboard, the ambiguity is real. If a parent and teenager use the same device at different times, the system must decide whether to apply safeguards, and when to remove them.

Early testing suggests the safeguards themselves may be porous. Business Insider tested ChatGPT as a teenage user and found that while the chatbot initially refused to write an essay on the student's behalf, it eventually produced one after repeated prompting. A similar exercise with math homework yielded nearly no friction whatsoever.

That failure under persistence matters. The stakes of a teenager repeatedly prompting ChatGPT to do homework differ vastly from repeated questions about self-harm, disordered eating, or emotional dependence. Researchers have flagged this pattern before.

A risk assessment by Common Sense Media and Stanford Medicine's Brainstorm Lab for Mental Health Innovation found that leading AI chatbots failed to recognize and appropriately respond to mental health conditions affecting young people. The assessment found chatbots frequently missed warning signs of mental-health distress, including indirect disclosures, and could become distracted by other details in the conversation.

Robbie Torney, Head of AI and Digital Assessments at Common Sense, told The Indian Express that meaningful testing requires "testing the product that teens are using, not a model in isolation over an API". Traditional benchmarks, he noted, often rely on single-turn conversations that do not capture how teenagers actually interact with these products.

"When conversations get long, the system may fail to include safety instructions from the system prompt given to the model, or the conversation data may begin to resemble unsafe training data," Torney added.

The Common Sense-Stanford assessment also warned that empathetic responses, follow-up questions, and memory features could encourage young users to rely on chatbots for emotional support when human intervention is necessary. That tension sits at the heart of OpenAI's teen strategy: the same conversational depth that makes ChatGPT engaging also makes it harder to keep safe.

India's shared-device reality breaks the parental-control model

OpenAI's Teen Safety Blueprint for India acknowledges that Indian teenagers often access technology in "shared, multilingual and mediated contexts", not through the single-user, private devices many safety tools assume. That admission is significant because the family controls OpenAI offers depend on individual access.

Parents can link their ChatGPT account to their teenager's through an email invitation, then set quiet hours, manage certain settings, and receive safety notifications. But this model assumes each teenager has a personal email address and a private device. The RATI report found only half of surveyed teenagers had a personal email ID, dropping to 28% among rural low-income teenagers.

Access to AI tools is similarly uneven. While 60% of affluent urban teenagers had experimented with AI tools, only 12% of their rural low-income peers had. RATI describes digital privilege as "cumulative and inherited", warning that emerging technologies risk reinforcing existing inequalities.

RATI has recommended that online safety systems account for shared-device use through guest modes, session logouts, and per-use privacy settings. It also called for account recovery and security alerts that do not depend exclusively on email, given the gaps in personal email access among teenagers.

OpenAI's default-to-under-18 approach may offer some protection in shared contexts. But without device-level or session-level safeguards, the system cannot reliably distinguish between a 16-year-old doing homework and a 40-year-old parent checking work email on the same phone. The result is either over-blocking for adults or under-protection for teens, depending on how the model resolves ambiguity.

The launch is a step forward for age-aware AI. Whether it works for Indian users depends less on model benchmarks and more on how OpenAI adapts its safeguards to shared devices, multilingual conversations, and families without personal email access. Those are product design questions, not just safety research questions.
